The European Council of March 2006 defined the main objectives of the UE energy policy the security of supply, competitiveness and the promotion of renewable energies.

The European Council of March 2007 added to the external dimension an integrated vision over energy and climate change and also an Energy Action Plan. The council decided to deliver 20-20-20 targets for the year 2020: greenhouse gas emissions, renewable energy and energy savings.

In November 2008, the European Commission released the Second Strategic Energy Review - Securing our Energy Future. The document represented an evaluation of the Action Plan results for the period 2007-2009.

In May 2010 the European Commission issued a Stock taking document “Towards a new Energy Strategy for Europe 2011-2020” and launched a public consultation, which ended on the 2nd July 2010.
